Deck builders in the City of York
For rowhouses, historic district homes and backyards in York's neighborhoods.
The City of York had 44,800 residents at the 2020 census and is the York County seat. Congress met at the York courthouse from September 30, 1777, to June 27, 1778, while the Articles of Confederation were drafted. The city has four national historic districts: Fairmount, Northwest York, Springdale and the York Historic District, along with colonial-era buildings and large Gothic churches.
What city homeowners ask for
- Small decks and stairs behind rowhouses
- Raised decks off a back door or second floor
- Rebuilding older decks that were never permitted
- Low-maintenance composite on tight lots
Permits in the city
York's Bureau of Permits and Inspections lists decks among projects that need a permit, and applications are made online through the city's OpenGov portal. Starting January 1, 2026, applications must comply with the 2021 Uniform Construction Code. The office doesn't take walk-ins, so appointments are needed. Maintenance and cosmetic changes generally don't need permits, except in the Historic District.
Working on tight lots
Many city properties have narrow rear yards and alleys. A contractor will need to plan where the stair lands, how materials get to the back, and how the deck relates to neighbors' walls and windows.
Common questions
Do I need a permit for a deck in the City of York?
Yes. The Bureau of Permits and Inspections lists decks among projects requiring a permit, and applications go through the city's OpenGov portal.
Does the Historic District change anything?
Yes. The city says the usual exemption for maintenance and cosmetic work doesn't apply in the Historic District, so expect extra review for exterior changes.
